I dunno...I don't see anyone at 99.9%.
Perhaps it was just taking you that long to get that last piece from a seeder. No members have liked this post.

Well, what you may want to do is figure out which piece is not completing and trying deleting it from your computer and redownloading it. (I would not actually delete it but simple rename it).
That's a rather large torrent. You didn't run out of space, did you? Also, don't forget to try to seed it to a 1:1 ratio.
