You need to first make a torrent. The torrent file is what you attach when you go to Browse. If you are wanting to upload a video, you will probably find the Video Seeding policy in my sig of interest (it talks a bit about making md5s and what to put in the text file) and the Video Torrent Guide (it talks about the structure of your files prior to making the torrent).
