basic ? about portforwarding

After checking the FAQ, I started trying to get unfirewalled. When I got to the portforwarding part, I was instructed to set a static IP.

This is the part where I mention that I have NO IDEA what any of this means.

I'm trying to set this up on a laptop that I use at home and at work, obviously with different service providers and routers.

Can I still use portforwarding?
